This is super helpful! I got small small prints done a few months ago and was happy with the results I got from Walmart's online photo center. I got mine for 9cents each as well, and free shipping promo was running. They are amazing and true to the originals! I do color proofing on photoshop to make sure of how the colors are going to look, since I color very vibrantly. I know a few people who get their small prints at Costco but I have no experience with them since the nearest one to me is in Canada and an hour away, so not worth my time. The Walmart photos also have the Kodak logos on them, but I think it's ok to sell them like that. I think it's only Vendors who have that rule to deal with.

I've gotten prints from costco before! I don't have pictures but they are very good quality prints. 0.04 cents per 4x6 print (if you're a costco member) and they give you 25 free ones when you sign up to their photo centre. They stay true to colours, however are very very glossy. I find people often tilting them against bright vendor hall lights haha.
Good quality though overall and if you order online they are ready the next day before noon. I'd recommend then for postcard prints for sure.
Their larger sizes get a little pricey however, $2.45 for 8x10s and $3.99 for 11x14 I believe. I could be wrong.
